The two additions people actually want
Survey data on basement projects suggests roughly a quarter of homeowners planning one want to add a bathroom, and about one in five wants to add a bedroom. Those two items also carry most of the code complexity and most of the cost variance in a basement finish — which is why they deserve their own page rather than a bullet point.
Adding a bedroom
A basement bedroom is a legal category, not a description of how you use a room. Three things have to be true.
Egress
Each sleeping room needs its own emergency escape and rescue opening — 5.7 square feet net clear, 44-inch maximum sill height, with a compliant window well. Not one shared opening for the basement. Two bedrooms, two openings. Full requirements here.
Ceiling height
Seven feet minimum for habitable space, measured to the finished floor and the lowest projection. The 6-foot-8 figure you'll see quoted applies to non-habitable basement areas, not bedrooms.
Insulation, alarms and light
Guidance from Idaho jurisdictions notes that all exposed concrete walls must be insulated when creating a new bedroom. Adding sleeping rooms also triggers smoke alarm requirements in each bedroom and outside the sleeping area, typically interconnected, plus carbon monoxide alarm requirements. Natural light and ventilation requirements apply to habitable rooms as well — an egress window sized to code generally satisfies the light requirement, but it's worth confirming for your layout.
Appraisers and home inspectors count bedrooms against code criteria, not against how a room is furnished. A house listed as four bedrooms that appraises as three creates a real problem mid-transaction — sometimes a financing problem. If part of your reason for finishing the basement is resale value, the bedroom only counts if it's compliant. An office with no egress adds finished square footage; it does not add a bedroom.
Adding a bathroom
This is the single largest cost variable in most basement projects after egress, and the entire question is what's already under your slab.
Check for a rough-in first
Some homes are built with a basement bathroom rough-in — drain and vent stubs placed before the slab was poured, capped and left for a future owner. If you have one, adding a bathroom is dramatically cheaper and the location is largely decided for you.
Look for capped pipe stubs protruding through or flush with the slab, usually clustered in one area. A group of three — a larger one for the toilet, smaller for sink and shower — is the signature. Rough-ins are more common in newer construction and relatively rare in Pocatello's older housing stock, but check before assuming.
If there's no rough-in
Drainage has to get from the fixtures to the main sewer line, which usually sits below the slab. That means cutting and breaking concrete, trenching, installing drain and vent piping to fall, and re-pouring. It's disruptive, dusty and a significant line item — but it's routine work for a builder who does basements regularly.
The alternative where breaking concrete isn't practical is an up-flush or macerating system, which pumps waste up to the main line rather than relying on gravity. It avoids the concrete work at the cost of a mechanical system that can fail and needs occasional service. Worth pricing both ways.
Ventilation
A basement bathroom needs mechanical ventilation exhausting to outside — not into the joist bays or a soffit. In a below-grade space with limited air exchange, this matters more than it does upstairs. Moisture that can't escape ends up in your new framing.
Layout advice specific to basements
- Put the bathroom near existing plumbing. Every foot of trenching costs money. Locating the bathroom close to the main stack or an existing rough-in is the cheapest decision you'll make.
- Put bedrooms on exterior walls. They need egress, and egress needs an exterior wall you can cut and excavate outside of. A bedroom in the middle of the floor plan is not a bedroom.
- Check what's above the proposed window well. A deck, patio, AC condenser or utility meter over your planned well location is a problem you want to find during design.
- Don't box in the mechanical equipment too tightly. Furnace and water heater clearance and combustion air requirements are a common inspection failure, and gas appliances in newly sealed space need attention.
- Leave access to shutoffs and the panel. Obvious, routinely forgotten, permanently annoying.
Common questions
Can I add a kitchenette or wet bar?
Usually yes, and it's a popular addition. Be aware that a full second kitchen can, in some jurisdictions, reclassify the space as a separate dwelling unit, which brings a different set of requirements around egress, fire separation and sometimes zoning. If you're thinking about a rental apartment rather than a wet bar, raise it with the building department early — the requirements diverge substantially.
What about a basement apartment for rent?
A different project with a different rulebook — accessory dwelling unit regulations, separate egress, fire separation between units, parking and zoning considerations. Don't plan it as a basement finish and hope it converts later. Ask the City of Pocatello about ADU requirements before you design.
Is a basement bedroom cold?
It can be, and that's a design question rather than an inevitability. Below-grade spaces stay cooler, and basements are often served by ductwork sized for an unfinished space. Extending supply and return to new rooms matters — supply alone with no return path gives you a room that never quite conditions properly. Raise it during design, when it's cheap.
What flooring works below grade?
Concrete slabs transmit moisture vapour even when they look and feel dry. Luxury vinyl plank, tile and engineered products designed for below-grade use handle it. Solid hardwood generally does not and is not recommended over a slab. Carpet is comfortable but unforgiving if you ever get water. Whatever you choose, the moisture question should be settled before the flooring decision, not after.
