What governs a basement finish here
Idaho has adopted the 2018 International Residential Code statewide, with state amendments. That code is what governs a basement finish here, and the provisions below are drawn from it.
For a basement finish, four provisions do most of the work: ceiling height, emergency egress, insulation, and the permit and inspection sequence. Get these right at the planning stage and the project is straightforward. Discover them at framing inspection and you're rebuilding.
Ceiling height — the 7-foot rule
This is the requirement most often misquoted, including by sources that should know better.

You'll see 6 feet 8 inches quoted as "the basement ceiling height rule." That figure applies to non-habitable portions. Habitable space — bedrooms, living areas, and the hallways and bathrooms serving them — needs a full 7 feet.
Two measurement details that catch people:
- Measured to the finished floor. If you're adding underlayment and flooring over the slab, that comes off your clearance.
- Measured to the lowest projection. A duct running through the middle of the room sets the height for that area, not the joists around it.
If you're within an inch or two of 7 feet, measure carefully before designing anything, and get a contractor to confirm before you commit. Falling short doesn't mean you can't finish the space — it means the space isn't habitable and can't contain a bedroom.
Emergency escape and rescue openings
Basements, habitable attics and every sleeping room require at least one operable emergency escape and rescue opening. Where a basement contains multiple sleeping rooms, each one needs its own — not one shared opening for the level.

"Net clear" means the actual hole a person can pass through when the window is fully open — not the rough opening, not the glass area. This is why the minimum height and width figures can't simply be multiplied: a 24" by 20" opening gives 3.3 sq ft, well short of 5.7. You need meaningfully more than the minimums in at least one dimension.

The code does contain an exception: where a dwelling has an automatic sprinkler system installed to the relevant standard, basement sleeping rooms may not require an escape opening provided the basement has either two compliant means of egress, or one means of egress plus one escape opening. This is rarely relevant to existing Pocatello homes, almost none of which are sprinklered — but it occasionally comes up in newer construction and it's worth knowing the exception exists rather than being told flatly that there's no alternative.
Insulating the foundation walls
Bannock County sits in one of the colder climate zones in the country, and basement wall insulation is required — particularly when creating a new bedroom, where guidance from Idaho jurisdictions notes that exposed concrete walls must be insulated.
We deliberately don't publish a specific R-value here. Energy code requirements are amended periodically, vary by assembly type, and the applicable figure depends on how your wall is built. Your contractor should specify the exact assembly and R-value on the bid, and the building department will confirm it at plan review. If a bid says only "insulation" with no assembly described, that's the thing to push back on.
Beyond the number, the assembly matters more in a basement than anywhere else in the house. A below-grade concrete wall is a moisture source. Insulating it the way you'd insulate an above-grade stud wall — fibreglass batts in a stud cavity against concrete, with a poly vapour barrier on the warm side — creates a condensing surface and grows mould inside your new wall. Rigid foam against the concrete, correctly detailed, is the standard solution. Any bid should specify the assembly, not just an R-value.
Permits and inspections
A basement finish requires a permit. It involves framing, electrical, insulation and usually plumbing, all of which are permitted work, and the City of Pocatello Building Department handles it inside city limits.
Expect inspections roughly at these stages:
- Rough framing — layout, headers, fire blocking, egress opening framing.
- Rough electrical, plumbing and mechanical — before anything is covered.
- Insulation — assembly and R-value, before drywall.
- Final — smoke and carbon monoxide alarms, egress operation, stair and handrail compliance, completion.
The rough inspections are the valuable ones. Everything they examine gets covered by drywall within days and becomes invisible for the life of the house.
Other requirements worth knowing
- Smoke and carbon monoxide alarms. Adding bedrooms triggers requirements for alarms in each sleeping room and in the immediate vicinity outside them, typically interconnected.
- Fire blocking at floor and ceiling penetrations and in concealed stud spaces.
- Preservative-treated lumber anywhere wood contacts concrete — sill plates on slab, framing at foundation walls, lumber around a cut opening.
- Stairs and handrails to current code if you're altering the basement stair.
- Furnace and water heater clearances. Framing a mechanical room too tight is a common failure. Combustion air requirements matter, especially with gas appliances in newly sealed space.
- Egress path. The opening must discharge to a yard, court or public way — not into an enclosed space.
Why unpermitted basement work costs more later
Skipping the permit saves a few hundred dollars and some scheduling friction. The bill arrives at resale. Unpermitted finished space turns up during inspection, appraisers may not count it as finished square footage, and buyers or lenders can require retroactive permitting — which on a finished basement can mean opening walls to expose framing, wiring and insulation for inspection.
There's also the insurance question. A claim originating in unpermitted work — an electrical fire in a basement wired without inspection — is a bad conversation to have with an adjuster.
Common questions
Where do I get a permit in Pocatello?
The City of Pocatello Building Department, for properties inside city limits. In unincorporated Bannock County and areas without their own building department, the Idaho Division of Occupational and Professional Licenses handles building code enforcement. DOPL is also where you verify a contractor's registration.
Who pulls the permit — me or the contractor?
Normally the contractor, as part of the job, and you should confirm it in writing. If a contractor asks you to pull it as the homeowner, understand what that shifts: liability moves to you, and it's sometimes a sign the contractor isn't properly registered. Check with DOPL.
My basement is already partly finished without a permit. What now?
You can generally permit retroactively, though it may mean exposing work for inspection. Far better to resolve it now than during a sale, when you have a deadline and no leverage.
